First of all Catholics “receive” communion, they do not “take” it. The whole “take” thing seems to be an awkward importation of British language usage via the Episcopals.

Second, it is not the priest who “lays down rules” about receiving Communion. It is a uniform Church requirement that to receive the Eucharist a person must be a Catholic in good standing and not aware of being in grave sin.  This is not new information. [/quote]
