MCPS and MCPD call the shots on this stuff. It is absurd to blame him for this stuff. His communication is lacking because MCPS ties his hands about what he can and cannot say. It is ridiculous. The presidents of colleges/universities don't send out emergency communications when an incident happens. They have their public safety leaders take the lead. MCPS needs to follow suit.[/quote]
