The shelter in town in particular on 1st of month would get a lot of stray dogs they pick up. These old widows and widowers would die, go into nursing home, move back with kids, go to hospital, get evicted you name it and leave the dogs. 
The super would just open the door to apartment and let dogs loose. It was a no-kill shelter in town and they get picked up.

None of their kids wanted dog most of time or was out of state or had no family. Sometimes dogs were hungery or dehdratyed they would drive over and tie them up at post by shelter wtih food and water so when shelter opened they be there.

Shelter had a whole intake form and wanted a donation to voluntarily drop off dog and super was not doing that. Was really sad actually. Police would always be on look out for dogs by those buildings. Mainly older smaller dogs.                 [/quote]
