In many cases, photo IDs that individuals have are not allowed. One example in some cases is a student ID from a university. Most of us have driver's licenses. But, elderly folks who don't drive have probably let theirs expire. It is very clear that these laws will prevent legitimate voters from voting. It is not clear that they will prohibit illegitimate voters from voting since that is not a demonstrated problem.
