The problem definitely isn't resources. [/quote] It isn’t needing more resources. It is how money is spent in DCPS. And DCPS rarely looks at whether programs are being effective or not. Maybe it is a political thing but money is constantly thrown at useless programs that are not working but rarely are they removed. [/quote]
