PP here. I just found out that Adult and Community Education (ACE) through Fairfax County Public Schools has typing classes during the summer for teens. We are too late for this summer but I am going to keep it in mind for another summer. They call this class, "Keyboarding," and the description is as follows, "Become familiar with the computer keyboard; locate alphabetic and numeric keys. Emphasis is on mastering the keyboard through touch typing. 10 sessions @ 2 hrs each."
I have to confess that if I were going to sign a teen up for 20 hours of training in something, there are a lot of things I would prioritize beyond touch-typing. Usage makes speed anyway. And typing for dictation purposes only matters if you are a secretary in the 1950s. Students taking notes shouldn't be taking dictation: they should be distilling and summarizing the rewording, because that's where the learning takes place.
