When I lived in Venezuela in the 90s, thieves would rob but not murder or harm you. Under the twenty years of Chavez the underground economy formed hardened gangs and the death toll spiralled. Many Venezuelans are wonderful, educated people who have the simply misfortune of a totalitarian regimes. However, I would definitely screen any who come in and pass any/all acts to protect Americans from imported criminal activity from any other nation.[/quote]
