I would go between late April-May for the best weather.  Tons of options!!

You could easily go to Alsace and stay in Colmar or Strasbourg and go biking to the different villages with lovely wineries. The biking paths are pretty flat as they are in a valley with little mountains on either side.

I also like the idea of going to the south of France - the weather will probably be lovely, especially in May for Provence and all those gorgeous little villages! You could pop over to the Cote D'Azur and depending on when you go and WHERE, it might be warm enough for a little dip.  I adore Cassis but the water will be too cold.

You could always go out to the Champagne region and go biking, ect.....

Normandy is nice too and it starts to warm up and the flowers pop out but tbh, it's not my favorite area of France.  I stayed in Rouen for 8 months in my 20s working and I just like other areas better.

Your best bet for picture-perfect weather will be in May.....wherever you go, you should bring a (waterproof) picnic blanket) and plan on some lovely picnics!! There's something so special about picnicking in France, it's perfection.  Also plan on the possibility of RAIN, so definitely bring some waterproof/resistant shoes and a solid raincoat and umbrella.

I think you should think about what vibes are you interested in.
