But I never hear about students sending proof of graduation. It would have been quite possible for me to get my Ph.D. without finishing any prior degrees. Colleges can pretty much do whatever they want. But realistically, it is a large administration. There is a big chance that some secretary rubber-stamps the final documents in the summer. If they inquire, I would say that there were family issues; the student withdrew, returned home, and transferred schools while applying to European colleges.[/quote]
