[/quote] You apparently do not know the background here, and so don't understand the point the PP was making. (Although one wonders how you live here and didn't know this.) As another PP pointed out, "DC's youth rehabilitation act allows anyone 25 or younger to have their sentences minimized and record expunged for things like hate crimes, car jacking, assault with a deadly weapon, gun crimes." The PP was pointing out that (i) if DC considers people 25 and under to be a "youth" for criminal penalty purposes, they should be considered a youth for purposes of crime prevention measures; and (ii) pointing our how ridiculous the 25 and under age limit is.
