DC already spends more per capita than some of the wealthiest districts in the country.  I think a lot of it is being mismanaged.  One of the biggest issues right now, which should be the prime focus area is truancy rates - none of the rest will even begin to work unless that's addressed.  And some of these kids will want to put up a fight and be resistant to being back in school, that needs to be specifically addressed and not just left in the hands of some little middle-aged teacher.  Also, these kids aren't going to be inspired by the guy who sits in the White House - unless he came from Southeast and is one of them.  Nor will most of what any bleeding heart white liberal has to contribute.  They can't relate to any of that.  The biggest impacts would be for kids to hear from black entrepreneurs, businessmen, professionals and others who came from similar backgrounds.  These things need to be a focus, and need to be incentivized.  I think there have been some good examples from NYC and other communities to learn from.[/quote]
