Do they have a visible sign for the Invisible Fence? I'm in the minority, I think it's OK for the dogs to be out front but I can see how it scares people if the dog is seemingly out of control. What is not OK is that the dog can run out of the fence area, that's a major issue, much greater issue. It's dangerous for him and for the neighbors.
+1 I think it is fine. My neighbors have their two dogs outside - so what? They are dogs - what are they supposed to do? Stay inside all day? Go on one walk? We walk our dog once every other day or so, and we just walk on the other side of the street, so as to not antagonize the dogs that are in their own (!!) yard. It is really no big deal, and part of being in a community. If you want to live with no people, dogs, whatever around, you need to move further out, OP. The neighbors with electric fence are well known by now. Most have signs, but either way, if you see a dog in their yard, just cross the street. They are in their yard, and they have every right to be in their yard. They are not "out of control" - they are in their yard. It's not dangerous because (wait for it) they are in their yard. I have another neighbor with one dog who barely walks it - want me to report them? Y'all are insane, and need to worry more about yourself. You seem looking for trouble, OP.
