New York is hurting kids by being out of step with the rest of the country on this.[/quote] Even in the 90s when red shirting wasn't as big of a thing, the spread of those born between October-December was split 50/50 between being the oldest and the youngest in the class because of people moving from out of state where the cutoff was earlier.
