I think part of it is from COVID, too. My first kid was potty training during bad covid times, so no way we were running into a public bathroom when he needed to go...

To answer the questions, we would give my young 3yo a pullup on "special occasions" if we were doing something really fun or important that we didn't want to ruin with bathroom stress, like travel or an outdoor festival. Prioritize fun every once in a while! Totally depends on the kid. My 3o happily trick or treated in our neighborhood for over an hour (withouth a pullup, he's an old 3, but if i thought it was going to be an issue I wouldn't have thought twice about offering him one!).
