[/quote] The only reason people like Charles Allen get elected is because, in DC, the only elections that really matter are primaries and hardly anyone votes in them. By the time the general election rolls around, it's Charles Allen (or whoever won the primary) versus a ham sandwich. The 25,000 votes Allen gets in a general election is a misleading indication of how many people support him because, at that point in the process, there is no viable alternative. The number of people who actively support him is far smaller (and far less representative of the ward). That's how you end up with these wacko birds on city council. [/quote]
