Really, this isn't anything to get dramatic about. Just regular kids being kids. Hold boundary, move on.

I wouldn't tell a kid that we don't tolerate lying. Lying is almost always a bad thing but everyone lies. And these kids are eventually going to catch parents lying about something.

Focus on why he has to go to school and take away the video games. Tell him you overheard his plan, and it shows that he is not ready to have access to video games during the school week.
