UDC is not optimal in that area.  Most of its student body has to travel some distance to get there.  The last thing DC should do is double down and expand the campus.  Moreover, UDC has little interest in being a local resource - witness how they make it very difficult for the community to use their (taxpayer-paid) faculties like tennis courts, pool, etc.[/quote]
