Sure, if something causes harm to 0.1% of people it is a low incidence rate, but if you give it to 10 million people, is it acceptable to affect 10000 people if it causes something death? Low incidence alone isn't the whole story. It's also the potential for the amount of people who can be exposed to a risk.[/quote] I work with stats for a living.
