[/quote] Canada does have harm reduction but a lack of sufficient mental health services for children, youth and adults means that our prisons are still mental health facilities. I saw a study out of Illinois where they addressed youth mental health in an intensive way and their 5 year recidivism rate dropped from something like 65% to 15%. So many people with mental illness or mental health problems self medicate with substances to help them manage the emotional dysregulation and the racing or intrusive thoughts that can come with mental illness. Pot in Canada is no big deal unless you are manufacturing or selling it. [/quote]
