Maybe they lost a close meet to a 5-0 team when a couple of their best swimmers were out with COVID last summer or maybe the balance of their team is stronger in odd years than even years (more kids at top of their age group). Lots of factors going into seeding the teams. The objective is always to create as much parity as possible within each of the 17 divisions. For the teams that I'm familiar with the seedings make sense.[/quote]
