It created a majority Latino district (6), which might backfire a bit, because there is an assumption Latinos are liberal, and they are much more mixed in political perspectives. And District 4 includes some very outspoken limousine liberals in North Bethesda who won't care so much about racial equity but will care about bike lanes messing up their commutes.
