I think I made it confusing - - this is  exactly why I posted - because this kind of thing worries me. 
Yes it is a spy balloon thats why it is worrisome and was checking to see who else following this news.[/quote]

Why? The military already disabled any surveilance opportunity and shooting it down would pose a risk to the people below. IOW, the military has made its opinion known and the commander in chief has agreed given the variables.
