The three-second rule doesn't work when turning from a stop.  No one watched the car in front of you turn, and then waits three seconds to start turning.  My guess is that they were stopped to turn, the first car started to turn, nanny accelerated and didn't stop in time when the front car slammed on the breaks to avoid hitting a pedestrian.  Yes, her fault, but not really a three-second rule thing, more of an over-acceleration/not paying close attention thing.  [/quote]
