This includes those who have no intention of making a permanent home in DC, such as college students. Meanwhile, those who have lived in DC for years or even decades, who pay DC taxes, but for whatever reason do not hold US citizenship are barred from voting even in ANC elections. The argument that only citizens should vote in federal elections seems reasonable. But barring non-citizen residents from voting in local elections doesn’t make a lot of sense.[/quote]
