They would see it differently for SIdwell or GDS. As for the World Bank, the benefit did not stop in 1998; it stopped for those who joined after 1998. I know women in 2nd marriages to old geezers with pre-1998 benefits enjoying the full tuition benefit for their kids (college too, yes).
