I know a number of people who said they would have sent their kids to the public (Montgomery Co) b/c WIS would objectively not be worth it without the IMF benefit. They would see it differently for SIdwell or GDS. As for the World Bank, the benefit did not stop in 1998; it stopped for those who joined after 1998. I know women in 2nd marriages to old geezers with pre-1998 benefits enjoying the full tuition benefit for their kids (college too, yes).
