Which Volvo? For example, the XC60 is offered a front wheel drive (all wheel drive optional). If they cared so much about safety, why not make all wheel drive standard? It's a lot safer.
Why is all wheel drive safer? Are all my cars unsafe?
Try driving a rear-wheel drive that isn't winterized properly in icy conditions and come back to ask that question again. Oh wait, you might not be back... (In all honesty, please refrain if you can; they spin/fishtail more easily than front-wheel drive or AWD and require more effort/expertise to drive safely in winter weather.)
And yet millions of people manage to drive without dying around the world. AWD is not inherently safer. RWD is not more susceptible to spinning or sliding out with basic driving skills. What matters most is tires. I’ll put my RWD German sedan (50/50 weight distribution) with Conti ExtremeContact DWS06+ up against any AWD passenger vehicle in anything up to 7 inches of snow. A 50 pound bag of sand in the trunk never hurts after an ice event or major snowfall. I used to have a Audi sedan Quattro and Blizzaks that was marginally better at launching on a slick surface.
