But here's the thing.  People don't experience violence equally.    Most of the violence is occurring in small parts of the county -- equity focus areas.    So when you "reform" the criminal justice system and take away both enforcement and consequences, you end up hurting African Americans for the most part. Montgomery County does not require bail for non-violent offenders. You can steal at will, get caught, and you're back on the street a few hours later to continue. It'll be months until you see trial.[/quote]
