I'm not the PP, but I have noticed an uptick in riff raff and panhandlers of all races on both Wisconsin and Connecticut. It would behoove residents to [b]not give money to panhandlers[/b] and to call in tents and threatening or delusional behavior to 911 or non emergency 311, or the homeless wellness check number, depending on urgency. Residents have allowed folks to get comfortable with misbehaving on the thoroughfares.[/quote]
