What would you recommend for kids who throw rocks, hit other kids, put whole rolls of tp in toilet when they come in to use the restroom during recess etc…

Exactly. Sometimes the unmet need is learning that your actions have consequences and that your choices can can hurt yourself or others. It's really frustrating that some kids do not learn that until they are school aged. [/quote]
