This is a major failing.[/quote] Exactly! If they go to a country that has decriminalized drugs, they can't do drugs, for example. And part of the reason they have to report and obtain approval for relations with foreign nationals is that they risk being put under pressure or coerced by a foreign government (they can threaten the foreign national if you don't do this or that or the foreign national could be an agent of the government sent to target you and obtain information) and this risk multiplies infinitely if someone like a Secret Service agent is married and having a relationship with a foreign national (they can threaten to tell your spouse, for example if you don't play ball). And of course it happens. But it's not supposed to.[/quote]
