Traffic is deliberately slowed on the main artery through Vienna, Rt. 123.  The traffic lights are timed to slow traffic down, the road is lined on both sides with many small businesses which have vehicles turning in and out of their parking lots, and speed limit enforcement is aggressive (the Town has its own Police Dept., with plenty of bandwidth for that kind of thing).  It is the main roadway to get to the Beltway, 66, and eventually to the GW Parkway, so many commuters take it.  [/quote]

You make it sound like the congestion on Maple Avenue/123 in Vienna is planned, but it’s really quite hellish.  There’s no other stretch of Route 123 that bad. [/quote]
