OP, not sure of the transferability of your degrees/experience, but look for things like policy analyst, legislative analyst, research analyst, etc. I’m coming from 20+ years of people-intensive work and dreaming of a quiet little file cabinet myself. As far as I can tell, new job is 30% research, 30% writing, 30% tracking legislation and 10% peopling.
