The usual DCUM crowd fixated on OP's half baked post to illustrate that the oft repeated concerns about DC schools are proved to be correct based on the population decline. Then we got the anecdotal evidence of all the people who moved to Arlington and Montgomery counties for better schools. I think what the poster to whom you replied was pointing out was that the theory doesn't work because the suburbs with "better" schools also saw population declines so that would likely indicate that the main driver for the decline wasn't schools.
