Presumably they bought the court and not just the ball.

If you play bocce indoors, on a smooth surface like a gym floor, you need to purchase a court made of pvc pipes.  Since bocce is a winter sport in Montgomery County, they need the indoor kits.  [/quote]

If they included the bocce ball among the many items they listed in the grant application, and then the application was approved and the grant money received, then it isn't an inappropriate use of funds. You may not agree with the reasoning behind it, but there's no evidence of malfeasance here, no matter how many threads you start.[/quote]
