That’s a clear preference, and a large majority of spots.[/quote] In state public schools in Virginia are required to enroll 2/3 in-state students. That's a clear preferences. UVA (and W&M) are just still really selective schools because there are a lot of highly qualified in-state students. Fortunately there is also VT, JMU, GMU, CNU, VCU, UMW, which are in many cases better schools than the primary flagship in a lot of states.[/quote]
