It’s not a “forced shutdown.” It’s a voluntary closure by the daycare provider.   In all likelihood, the other children in the center do not meet exclusion criteria under state/location regulations, and probably don’t meet other criteria specified in the enrollment agreement for denying access to care. Strict adherence to the contract should mean you don’t pay during these closures.[/quote]

Right- because the providers are blatantly ignoring the enrollment agreements with parents.  Which, as you implied, they can get away with because parents are afraid of losing the spots if they take the provider to small claims court.[/quote]
