There are many more than we think... I remember returning cans and bottles in the 80s to the store for 5 cents each. People filled up carts... I guess it could work. There was a tradition there of rat-fishing, back when the city had a contest for killing rats every summer. Kids (and adults) would use small fishhooks with peanut butter on them, and cast them in alleys or underneath dumpsters and other places.
