We allow fruit and vegetables any time and if the kid is truly hungry they will eat a piece of fruit and that is often enough to head off the tantrum. We also allow a glass of milk before bed if they are hungry. I think the problem is when snacks are junk food like white crackers so obviously kids want to fill up on that instead of their meals.
