"The speed limit is commonly set at or below the '85th percentile speed' (which is the speed at which 85% of the traffic is travelling) and in the USA is typically set 8 to 12 mph (13 to 19 km/h) below that speed." In any case, this is a rule-of-thumb for highway engineers--not applicable to surface roads in an urban environment. That's not to say that this isn't widely believed by folks who think they have a God-given right to drive as fast as they want through our communities.[/quote]
