You seem oddly outraged about this.  And weirdly invested.  Why not just drive a little slower?  In the city, if you stick at 9 mph over the limit, you won't get a ticket.

And the sympathy for those poor souls that drive into the city, who don't need this "stupid DC shit?"  Cry me a river.  It's an urban area, and I'm all for traffic calming measures, "artificially low" or otherwise.
