From the political perspective, politicians want some of the state funds flowing into their areas rather than other areas. From the practical perspective, there are many students that can only attend part time or have to live near the college they are attending for other reasons. For this reason, GMU, VCU, and ODU are going to be sizeable institutions. [/quote]
