This is your responsibility--you need to go back to the park and search, call the park authorities to see if they were turned in, and/or replace them yourself. I agree it's a shame that the parents didn't do better to supervise but bottom line is that it's your fault for not securing them when you saw that they were out and in the hands of a toddler.
