The law says you need to stop for people standing at a bus stop 10 yards from a crosswalk?  I don't think it does.

The law says that if you hit a pedestrian, you're at fault unless you can prove that they acted really strangely.

And even if they are legally fine, they still need to deal with the fact that they killed someone.

Nobody is going to take that risk.
