But once it was viewed as a developer profit mechanism, it all made a lot more sense. That’s why Hogan, a developer himself, approved it while cancelling the red line in Baltimore. This thing is going to a terrible scandal once all is said and done but fortunately/unfortunately all of those most responsible will be long gone before then. [/quote]
