He’s disobeying because he is terrified of being killed. He knows what white cops do to black motorists. He was also terrified of reaching down to unbuckle his seat belt because they told him to stick his hands out the window and then told him to open the door. How can he do both at the same time? That is on the media then, [b]because the statistics show there is no disproportionate risk to black motorists from police[/b], and as said before,  if a traffic stop terrifies him beyond the point where he can function and follow basic commands then he should resign his commission.
