Although I am not a dog owner, dogs are going to bark. The problem is how long these neighbors allow the barking. Set a timer from when you wake up and until they are brought back into the house. 5-10 minutes or 45 minutes of barking makes a big difference. With your data in hand, talk to the neighbors.
They don’t bark if you take them on a walk instead of just opening your door. People are lazy.
You know what? If OP's neighbor lives on a sizable lot, and the neighbor just arrived recently and is complaining about anything and everything, that neighbor has zero clout. OP, that neighbor might have electric fence and that is not your business. Y'all going to have to learn to deal with life instead of being such a Karen. Is that the reputation you want? If the dog is out at reasonable hours - it's a dog, dogs bark. You can't control everything in life, OP - certainly not other people. Buy yourself a pair of ear pods, or get out of your house more. My neighbor's dog barks, we are all working (yes, actually working, unlike you, OP) at home. We go to the other side of the house to work. The houses are not big, but they are brick, and keep the noise out nicely. Otherwise, I go out, if I am not working - I go for a walk, I meet people for coffee - do you have any friends? Maybe go visit with your mother? OP, life is truly too short. You sound insane.
