[/quote] It's a multi- layer problem in VA. 1) Our governor does not like to lead by making firm decisions, he prefers wishy washy leadership over actual leadership. 2) The Virginia Dept of Education, is run by a bunch of incompetent and personal agenda driven people that know their leader will interfere with them. 3) The Fairfax County Superintendent and the School board are run by a bunch of incompentent personal agenda driven people that know that their leader will not interfere with them Even with problems 1 and 2, if 3 was different we could still run effectively despite top down issues.
