It could be someone on a conference call or just escaping their family for a few hours.
+1!
THIS. Those advocating calling cops (who will come but be pi$$ed about being called out for nothing) and those insisting it's a PI or process server -- you must have gigantic homes where you can escape your family when you need to work, take a call in quiet, or just get the hell out for a while. Yeah, three hours sounds a bit long, but for all OP knows he's sitting there spending two of those hours watching a movie on his tablet because he's getting a break from the kids doing school at home. And it's not illegal to sit in a car on a public street for three hours, or 10 hours. It may not make you comfortable but it's not illegal. If he seems OK, and OP says he does and isn't keeled over in the car, he's not doing anything wrong. I take drives to get out of the house sometimes and will park and sit to read or listen to a radio program or podcast. I tend to park, if I'm on residential street, along the curb in an area where I'm between two properties. But if I were in front of a house, well, the street isn't their property, just as the street in front of my house isn't mine. People on DCUM tend to think they own the curb space in front of their houses -- I've seen a lot of posts along those lines over the years here.
