Well yeah, its an awful idea. Also shared heating food space.  No kitchen? How about a kitchen and some cooking /nutrition classes. And before i get flamed, yes lot of young families nees some life skill training. Homeless no exception. [/quote]

DC decided on dormitory-style shelters to cut costs and construction time, mainly because DC General was forced to close before the new shelters were going to be ready so they had to be built as quickly as possible. They mayor's office also said it decided on shared bathrooms to prevent families from becoming too established in the temporary shelters, whose purpose is not to become permanent housing.
