This theory really doesn't seem very smart. If the car's old, the insurance payment can't be more than a couple thousand right? Would a council member risk the fallout of being caught in such a scheme for that amount? When there is grift it is on a much larger scale.[/quote]

It is entirely possible that Jack Evans leaves his car running because he DGAF about it, but I don't believe for a second that this was a blatant attempt at insurance fraud.[/quote]
